Resources for Human Development (RHD) – one of the Nation’s leading support services organizations – is seeking care-focused individuals to fill the role of Fiscal Administrator
The Fiscal Administrator is responsible for the development and maintenance of systems designed to assist the unit with the responsibilities relative to Accounts Payable, Unit Financial Management, Payroll, Human Resources, and Benefits management. These duties are inclusive of both external and internal account management. The Fiscal Administrator will work cooperatively with the Unit Director to ensure that all systems are properly designed, adjusted, and maintained to fit the current and changing needs of the unit.
The Fiscal Administrator provides support primarily relative to the program’s financial management.
Pay Rate: $16.26 – $17.00
Some Responsibilities Include:
Process and submit electronic check requests and paperwork for accounts payable. Process and submit accounts receivable and either deposit receivables in the bank or send them to the corporate office.
Responsible for facilitation and submission of all applicable payments necessary to ensure that properties remain in current and good status with vendors. Collection and collation of all required payment information will precede submission to designated corporate representative for issuance of payment. Maintain vendor relationship.
Responsible for creating and maintaining participant financial tracking systems, including monthly General Ledger review and submitting necessary adjustments.
Manage and maintain payroll system, i.e., ongoing review and final review of all submitted timesheets before forwarding to the designated corporate representative for processing.
Responsible for completing, reviewing, and forwarding all required “new-hire” paperwork and all other paperwork related to human resources functions (benefits, change and term forms) to the designated corporate representative.
Provides initial reconciliation of cash advances and custodial, with further review via Accounts Payable department.
Eligibility checks and verification of benefits for participants receiving service and support, such as insurance, Social Security, Medicare, and Medicaid.
Run reports for expiring authorizations to request updates from funders.
Run reports for services to be billed and coordinate with the billing department for the billing process.
Review note entry in the database and signed paperwork to ensure participant, service provided, times, dates and codes have been entered correctly to be approved for billing.
Data Entry of participant information in Avatar database.
Filing and Maintaining participant active and discharge records.
Tracking of participant paperwork submitted by mobile staff members.
Qualifications:
High school diploma (associate’s degree preferred).
Two years working in the field of accounting, bookkeeping, and office management.
Knowledge of basic accounting practices, policies and procedures (GAP), purchasing and billing functions.
Working knowledge of Microsoft Products and Applications.
Exceptional ability to manage Excel databases.

RHD’s Team A.R.R.I.V.E . (Achieving Recovery and Rehabilitation with Individual Vision and Excellence) is a mobile core services team for individuals moving to permanent supported housing, utilizing psychiatric rehabilitation, peer support, and tenant support services for individuals with mental health needs.
RHD employees and programs in the City of Philadelphia are required to follow the COVID vaccine mandate. The City of Philadelphia has issued an Emergency Regulation Governing the Control and Prevention of COVID-19 Mandating Vaccines for Healthcare Workers and In Higher Education, Healthcare, and Related Settings (“Vaccine Mandate Regulation”), which mandates vaccine for healthcare workers and in higher education, healthcare, and related settings. This mandate became Effective on August 16, 2021, and requires Healthcare Workers and certain workers at Healthcare Institutions to be fully vaccinated by October 15, 2021. Fully vaccinated means it has been two weeks since the final dose of the vaccine. The regulation does allow individuals to apply to RHD for an exemption based on a sincerely held religious belief that would prohibit vaccination for COVID-19 or because of medical conditions that preclude the administration of one of the available vaccines.
