This is highly responsible professional and managerial work serving as Operations Manager to the Budget Officer.
Under administrative direction, an employee in this class serves as one of two principal assistants to the Budget Officer in delivering excellent financial consulting services while ensuring the City’s long-term fiscal sustainability through successfully managing various activities and functions such as the Truth in Millage Process, Non-Ad Valorem Revenue Process, Position Control, Debt Management, Cost Reimbursement, Budget and Accounting Financial Systems Management, and the daily leadership and management of the Budget Office’s employees.

Work is of unusual difficulty requiring the exercise of extensive initiative and independent judgement. Work is reviewed through conferences, reports submitted and results achieved.
Manages the City’s Truth-in-Millage (TRIM) process to comply with the City of Tampa’s Charter and all statutory requirements.
Manages the non-ad Valorem assessment process for the City’s special services districts (SSD) to adopt non-ad Valorem rolls by complying with all legal obligations
In consult with administrators and department directors, manages the annual operating and capital improvement budgets preparation and execution.
Manages the City’s position through coordination with the City’s Human Resources Department. Prepares various ad hoc reports regarding position control.
Manages the City’s Debt Portfolio including preparation of various schedules, analysis of the current portfolio, and coordinating responses to requests for information.
Responsible for the management of the City’s budget system and providing input into managing the City’s financial accounting system.
Responsible for managing assigned Budget Office staff to include assignment and supervision of work, coordination of special projects, and the daily activities of the office.
Performs other related duties as required.
