With the help of Roots of Peace, farmers are addressing the key challenges to increased income by applying modern technology and farming techniques that result in increased yields and sustainability. Roots of Pease has impacted over 1.1 million farmers and family members, spanning in Afghanistan, Angola, Cambodia, Croatia, Iraq and Vietnam.
In Afghanistan, Roots of Peace have facilitated the export of fresh and dried fruits, nuts and spices to new markets in India and U.A.E. and increased agricultural exports from $250 million in 2019 to over $1.4 billion in 2020. Roots of Peace is implementing the Agricultural Marketing Program (AMP) and Community Based Agriculture and Rural Development (CBARD) in Afghanistan.
Description of Role:
The position is responsible for the financial management and reporting of Roots of Peace programs, which include programs funded by USAID (United States Agency for International Development), UNDP (United Nations Development Program) and by nongovernmental contributors such as foundations, corporations and individual contributors. The position oversees the programs finance team in San Rafael, California and remote locations and their compliance with Roots of Peace policies and procedures and systems. The position is responsible for the smooth operation of program finance teams in meeting the reporting requirements of donors and Roots of Peace management regarding program financial performance, forecasts, cash flows and the effective operation and continuous improvement of internal controls.
Summary of Key Functions
Reporting to the CFO, serve as a focal point for financial support for our programs working with the donor’s financial representatives, internal executives, program team members, home office finance staff and overseeing the work of dedicated program finance teams within Roots of Peace. Ensure timely, accurate, complete financial reports, compliance with donor requirements, support for and internal policies and procedures, project financial performance and make recommendations on ways to improve performance and maintain and strengthen effective internal controls.
Reporting and Financial Management:
· Prepare monthly, quarterly, annual, and program-to-date donor reports per the requirements specified by each donor in program documents.
· USAID – prepare monthly advances, liquidations, quarterly reviews of financial budget versus actuals, report actual versus provisional NICRA rates, and complete other analyses and reports as required.
· UNDP – comply with UNDP requirements relative to the timing of reporting expenditures, advance tracking, and advance liquidations. Compare indirect costs billed to UNDP with indirect costs incurred on behalf of UNDP programs.
· Track accounts receivable, deferred revenues, working capital and cash balances by program.
· Monitor bank account activity and cash flows.
· Prepare program budgets, budget modifications, forecasts, budget versus actuals, and maintain detailed tracking of the transactions and assumptions underlying these documents.
· Prepare and report weekly cash flow updates including the recent twelve months of actuals and the next twelve weeks’ forecast.
· Prepare financial schedules for the CFO to present to the Board of Directors reporting program results versus plan, forecast and prior year, and the latest forecast update.
· Report program results monthly to the executive team and program management.
Accounting and staff oversight:
· Oversee program finance staffs responsible for the accounting of the assigned programs.
· Oversee the monthly financial close process designed to be complete and reviewed in time for completing donor reports on time.
· Lead a systematic and complete review of expenditures and balance sheet account reconciliations pertaining to each program. Key areas of focus are bank account reconciliations, payroll entry reviews, accounts receivable, employee advances, petty cash, accounts payable, accrued liabilities, and deferred revenues. Monthly, reconcile equipment purchases recorded in the general ledger to updates made to the equipment inventory listing.
· Complete the revenue recognition entry monthly and any related quarterly true-up.
· Monitor and record fringe and indirect overhead rates.
· Actively participate in verifying payroll costs charged to assigned programs by US-based and third county national employees and consultants.
· Actively participate in verifying that US-based expenses are correctly charged to assigned programs.
· In Roots of Peace’s accounting system, approve vendor invoices for payment.
· Request international wire payments as needed.
· Oversee journal entries that impact program results.
· Ensure that complete documentation is provided to support financial transactions, and that both hard copy and soft copy record retention policies are being complied with.
Audit support:
Policies and Procedures, Internal Audit, Internal Controls
Systems:
· Become expert in the systems used by Roots of Peace.
· Assist in completing the implementation of NetSuite.
· Train staff as needed.
· Watch over user access and request updates as staff changes take place.
· Ensure work retained on hard drives is also available on OneDrive.
· Manage workflow updates when finance employee responsibilities change.
· Recommend updates as needed to the Chart of Accounts and other fields in the financial system to better capture and report results.
· Establish and better organize record-keeping libraries in soft copy on SharePoint and in Dropbox for easy retrieval and multi-user access as required by Roots of Peace’s policies and procedures.
· Recommend system improvements.
· Manager IT interface with Oracle.
Required Qualifications:
The Finance Manager, Programs qualification should include but not be limited to the following Bachelor’s Degree in Finance/Accounting/Business Administration required.
· MBA and/or CPA strongly preferred.
· At least 5 years’ experience in financial planning, accounting and/or audit required; experience in non-profit accounting strongly preferred.
· At least three years of experience in a non-profit organization supporting and reporting program services financial results to USAID, Department of State and/or other US government agencies strongly preferred.
· Proficient and talented in the use of MS Outlook applications and databases; knowledge of Sharepoint, Teams, OneDrive and other Microsoft Suite applications desirable.
· Experience using NetSuite desirable.
· Other systems experience with Bamboo, Asana, ADP, Vanguard a plus.
· Excellent English, written and verbal. Knowledge of Pashtu and/or Dari, Vietnamese, or Spanish a plus.
· Experience in Afghanistan is recommended; experience in Vietnam and/or Guatemala a plus

Location:
This position is in-person and based in Roots of Peace Home Office in California, USA and may be required to travel to Afghanistan on program assignments. This position is 100% in the office.
